I don't think Lizard litter is a recommended substrate for tortoises.
I'm not realy informed on indoor substrates though
but believe I heard that it's not good for torts.
Do you ever soak Speedy?
If not then you should start.
Soak him about twice a week in baby bath warm water.
The water must be shallow, it should only come up to the p[oint the top shell meets the bottom shell. The bottom of his chin.
Soak for around 10 minutes twice a week.
As he gets older you can soak less often.

Make sure drinking water is always available. For my small sulcata I use the plastic lid of a Sunny Delight bottle, you could use something similar.
If the weather is nice make sure you take him outside or build a nice large outdoor enclosure for sunny/warm days/months.

My smallest sulcata spends the day in a 6'-15' outdoor pen. He is already grazing on the grass which is great for him.
I feed him around 9 am daily,he goes outdoors at 11.30 if he's still hungry he has to eat.
Give your sulcata a routine, turn the lights on at the same time daily, give him time to warm up then feed him. Feed at the same time every day.

I'm lucky I live in a warm climate being outdoors really perks the tortoises up.
