Hi.
What type of substrate are you keeping them on?

Contaminated substrate can cause eye problems, I had bad luck with Timothy hay and Rabbit pellets.
Both quickly became infested with microscopic mites that bit around the tortoises eyes.
No matter how often I changed the substrate, the problem persisted.
Have you changed the substrate lately switched from one type to another?
Do you change the substrate often and replace it with clean/fresh substrate?

If substrate is not the culprit and you're concerned then I recommend another vet visit.
No need to soak every other day at that age, twice a week for 10 minutes is plenty.
Also make sure that clean drinking water is ALWAYS available.

Tell us more about the set up and diet, substrate/temperatures etc.
