Something that RC Paull told me to do was open a Vitamin E gelcap over the torty's head and neck and rub that in. Some of them really love the massage (like Chanel) and others kind of hate the goopy stuff and want to wipe it off (I have to hold Albrecht off the ground after a beauty treatment because otherwise the vigorous "face wiping" will ensue. . .)
I even had a vet recommend that I open it directly over their eyes (!) if they were swollen or seemed to be having problems. I have used other numerous turtle eye products and the E gel was less stressful than some of those turtle eye rinse or turtle eye drops which seemed to further irritate the eyes. I hesitate to recommend this to everyone, but I just know that it worked for my turtles.
