Jim,
I keep a trio of Russian tortoises who have been exhibiting behaviors very similar to what you describe. Like you, I hadn't gotten around to hibernating them, but about a month ago they began pursuing each other around the enclosure. First the female approached the males, bobbing her head and play-mounting them, then one of the males took the initiative. Before long I had to separate the weaker male, because the dominant one had become too aggressive, even biting at me when I reached toward him. After about two weeks, the female began to reject the dominant male's advances, bulldozing him away when he came near. And just this morning, she laid an egg in her nest-box.
The upshot of all of this is to let your tortoises set the pace. Watch carefully for behavior changes. Provide a laying site and assume your female will make it clear when she's not receptive anymore. Good luck!
