Hi, these tortoises need to be kept moist and like a low-lit environment. How large is the enclosure and is it glass? If so, you might want to try covering the sides halfway up with tape or cardboard so the tortoise feels more secure and cannot see out. The diet you are feeding needs some improvement...these tortoises are omnivorous and need live foods/animal proteins as well as mixed greens and veggies. There is a good caresheet I have attached below from Tortoise Trust which will give you instruction on a better diet. I do not recommend the commercial tortoise pellets for feeding. I would also recommend using a substrate (bedding) that is more conducive to a humid environment...some people use moistened cypress mulch or cypress mulch mixed with sphagnum moss (not the powdered kind). Yet others have used moistened bed-a-beast. I don't have all that much hingeback experience so maybe others on this forum can give you some better tips on enclosure setup and substrate. I would also make sure you have a hide box for the tortoise....
