substrate for Sulcata

I'm a little confused on something here.Can anyone tell me why you are not supposed to use dirt and sand as a substrate for Sulcatas??? If they are kept outdoors,they are in dirt and sand.I live in a region where I cant keep my tortoise outside. Right now I am using calcite sand and it gets very expensive when you have to fill up a 90 gallon tank.Can any tell me what is a good substrate to use?
