Hi Chad,
If your tort isnt eating with as much gusto as usual, i would be concerned.
Its important for a healthy tort to have an overnight drop in temps to maintain a healthy immune system. I never let mine go below 65 degrees. But because your torts health is in question right now, I wouldnt drop it.
Have you been allowing these overnight drop in temps?
Clicking isnt always abnormal but I would keep an eye on his desire to eat, eyes and nose during this time. My box turtles sometimes do this and a couple other keepers have observed this as well.
If you see anything change, run dont walk to the vet because one form of resp probs can literaly kill a tort overnight (rare but true).
Keep him at 86 and after a soaking dry him off good and see that he doesnt cathc a draft.
Do you need help finding a vet in your area? When you are stressed with a potentaly sick animal, its the worst time to look.
