Hi Jean.
I can't really recommend a substrate as all my torts/turts are housed outdoors.

I had a problem with hatchling leopard torts when I had them on Rabbit pellets indoors overnight though.
Although I changed it often it became infested with tiny mites that attacked the little torts eyes.
I changed to paper towels and the problem went away. But this was just in their overnight, indoors rubbermaid.
They went out during the day.

Same thing when I used Timothy hay in my sulcatas overnight shed. It irritated the nares and caused runny nose. Once I got rid of the hay and just provided plain garden soil in the overnight shed the problem went away.

I have a sick little sulcata at the moment( given to me last week).
He/she is indoors most of the day and overnight.
I keep him/her on a towel in a large Rubbermaid, the towel is changed daily.
But that's for quarantine/sterile reasons, as he's sick he needs to be kept in an extra clean environment.

So although I experienced problems with Timothy hay and rabbit pellets when used as a substrate, others haven't.
But it's always worth mentioning as subtrate can sometimes be the culprit,.
