how do you house the tortoise?
Can you explain the set up for us.

Does it have UV lighting, a must for indoor torts.
If it's outdoors, could be that it's too damp , Russian torts can't tolerate damp conditions, they like it dry.
Damp conditions can cause shell problems ,shell rot and skin infections.

How long have you had the tortoise and has it been to a vet yet?
A vet visit is very important for Russian tortoises.Most are wild caught and endure horrific conditions from the time of capture until they finaly go to a new home.

They must endure overcrowding in packing crates, temperature extremes and often go for long periods of time without food or water.
These terrible conditions during capture, shipping, holding etc can bring on all sorts of health problems.
That's why a vet visit including stool test is so important for new ( recent imports) Russian torts.

If you're worried I would take it to a vet. Shell problems can cause infections which might need antibiotics, if the infection enters the blood without antibiotics it can prove fatal.
