Chad, if the sulcata is a hatchling, which is under 1 year of age since hatch date, the plastron will give a bit if you press. It takes up to a year for it to reall firm up. EJ gave you some good advice but I must punctuate it by saying that the heating range and bulb suggestions he gave are great, but would in no way be appropriate to set up in a fishtank environment (any size) or you would run the risk of having a tortoise omlette! I recommend housing either in a proper indoor tortoise pen or a Rubbermaid tub if necessary. Anything is better than a fishtank.
