there's nothing to wait for, set him up in that now,
trust me it won't last long anyways. You will also
be able to set up the heat gradient Terry's talking
about better in a slightly larger tank than the 20.
I like a bit warmer temperatures than usually
recommended, you can see my site and my tiny tortoise
was in the 300 gallon right from the start. He's still
OK in it for now, but it's shrinking as we speak.
Mine doesn't eat rose petals, nor hibiscus (weirdo),
but he likes endive/chickory and collard greens.
He LOVES stuff from outside more, but this will do,
since we're about to have a weird snow blast here!
He didn't catch a chill outside did he?? I think
you have the temperature too low for him. Put him
in the bigger tank and heat one side up to 90 and
let the other side go down to room temperature.
Soak him a bit in warm water and see how he does.
If his appetite isn't stimulated by these improvements
in diet and environment, you'll need to consider a
vet visit which is in order anyways with new pets.
