From your picture and description, my guess is Cuora Amboinensis, commonly called the "Malayan Box Turtle", "Amboine Box Turtle" or "Asian Box Turtle". There is a related website about them that I cannot remember, I hope someone else who knows sees my question and provides the site location. I recall on that website learning that this is the most aquatic of all the Asian box turtles, even though you said it did not have webbed feet.
p.s., the "short stubby tail" might mean "he" was a "she".
