In a word, NO. I would certainly not recommend doing anything like that whatsoever! Chameleons require a mostly screened environment to provide cross-ventilation, with branches and plants to climb on, they eat crickets, and do not really like being handled or any sort of activity around them. Also, when they go, their poop and pee obviously falls to the floor. Or, if you housed them together, on your tortoise! Chameleons should not really be housed with substrate as they can pick it up when grabbing crickets and can become gut-impacted. Sulcata should have a decent amount of substrate to burrow into and walk on for traction. Sulcata are destructive, active and will probably really stress out your veileds. I can probably list a million other reasons why not, but I can't stress enough what a poor decision that would be for both animals. Probably more stressful for the veileds, but still not a good situation for either species. I would certainly recommend housing separately.
