if you want to overwinter them, i.e. keep them awake all winter, it is generally recommended to provide 12-14 hours of light per day. this way you simulate a summer for them. for hibernation, the photoperiod should be reduced to about 8 hours a day prior to hibernation. but your situation is a bit unique, as your torts slow down, but they are not hibernating. if i were you i would overwinter them.
warmth above is more natural. warmth above also heats the ground below them.
