I think that's a big mistake. Mineral oil has a cogging effect at best and has been used in the past for rubbing down snakes to smother tick hatchlings. It's nice to polish the tort up every now and then, but you should probably tell him to use vitamin E or A and crack the caplets and do it that way.
Soaking a torts shell with oil frequently has been known to loosen and lift scutes. Tell him to go polish the furniture instead.
