I would go with the enclosure you built, you may even have to make it bigger when the tort grows a bit!
My hatchling box turtles, tiny little things, have a 6'-5' outdoor enclosure and love exploring it.
Underbelly heat isn't as good as overhead heat, however you could still use the underbelly heat in the enclosure. As the tortoise would be able to move away from it.
I would ditch the 10 gallon tank and let the little tort enjoy the enclosure.
Tanks especially small ones, don't really allow for a heat gradient, which the tortoise must have.
Warm areas and cooler areas so it can choose and thermo regulate.
If you still think the enclosure is too big, you could put a divider down the centre for the moment.
But I think you'll find that the tort would be much happier in the enclosure, than in a tank.
