If you end up treating this guy with antibiotics, see if the vet can use something other than Baytril. I have Indian Star Tortoises (and a leopard) and learned a couple of years ago that Indian Stars can be allergic to Baytril. Since then, in discussions with other tortoise keepers, I have heard that there are leopard tortoises that have an allergic reaction to Baytril also. When I contacted someone at Tortoise Trust about this problem when I received a baby Indian Star that came with a respiratory infection, I was advised to use oxytetracycline instead.
If you use Baytril and there is a reaction, you will see foaming at the mouth, the tortoise starts acting like it is experiencing major pain at the injection site, and it may stop eating for a while.
By the way, with the Indian Star baby that came with a respiratory infection, it was necessary to treat her twice. The first time, things cleared up but then symptoms returned within a couple of weeks. A second treatment took care of things and she has been free of respiratory infection for over a year.
With a respiratory infection, an early symptom I usually see is a tortoise holding its head up in the air more than what I typically see. If I see this, I get the tort to the vet. I've only dealt with respiratory infections twice (not bad considering the number of tortoises I keep) and the vet was impressed that I caught things so early. It made treatment a lot easier than bringing in an obviously sick tortoise.

: Hi, I have had an African Leopard Tortiose for 3yrs now. He has had a cold a couple of times. It was hard to treat him because there are no vets in my area that have ever delt with them. I had to get on here to help my vet. Don't get me wrong, he researched it too. I'm just checking to see if her sneezing is anything to worry about. Two weeks ago, she sneezed several times throughout the morning. She stopped, but today I heard her sneeze a few times. I don't want to take her to the vet if I don't have to. It's nor the money problem, but it seems to be a real tramatic experience for her. Anyways now that I've gone on to far....any suggestions. I've been a huge worrier the past 3 years because I'd die if Tordy died because I didn't know what to look for when sh's sick. O.k. I'll stop now!!!:)
