What species are we talking about here?

Is the male fully grown/sexually mature?

It also depends on the enclosure, does it offer enough room for the tortoises to get completely away from eachother?
Are there enough hide boxes for each to have it's own, and other hiding places, plants, logs, rocks, long grass etc.

My 8" sulcatas roam the yard with the 60lb and up sulcata.
However they have loads of room and can get well away from eachother.
The smaller sulcatas can also choose to go into a separate enclosure, the opening is too small for the big ones to follow them in there.
This allows the smaller torts their own area where they can retreat if they want.

Most evenings the smaller tortoises will go back into the other enclosure and sleep in their shelter there.
Tonight all of them chose to sleep in the big sulcata's shed. Quite happy and comfy side by side.

If the female is half the male's size, it should be alright. But watch for fighting and make sure the female can escape into her own hiding place, area.
