Those may be bugs from the cypress mulch.

If you have any mulch still in the bag, look at it and see if there are the same bugs in it.

Mulch often has little bugs that appear harmless.

Otherwise I wouldn't worry unless you see the bugs attaching to the tort's skin or infesting his eyes, nasal area, etc.

I don't know about the product you mentioned (Mycodex.) If you are worried about the bugs you could just try spraying the mulch down with hot water and try to rinse the bugs off.
