a 15 gallon tank is pretty small for a russian tortoise. i would recommend getting a plastic tub or a wood frame enclosure of some sort instead. they are not only cheaper, but will result in a much happier, healthier tortosie.

if you must keep your tortoise in an aquarium, don't put it in anything less than a 40-50 gallon. Even that is kinda small, but will do until you find something better.

i am currently in the process of making my russian a wood frame enclosure. it will be something like 3' x 4' and will have sandy soil, packed down and sunbaked, for substrate. This will allow him to dig naturally.

wood chips are good, but make sure that they can be safely ingested if your tort happens to swallow them on accident. also, avoid cedar chips.
