I would recommend changing the diet you're feeding the tortoise also. Texas tortoises eat prickly pear cactus leaves and fruits. You can find them in the grocery stores around here in Texas under the name napolito cactus. They also eat wild grasses and flowers. They are adapted to a drier environment.
Definitely dump the heat rocks and use an overhead basking lamp to provide heat. What kind of substrate are you using?
