Once you change the subtrate you should notice a quick improvement with the eyes.Change the substrate, give the little torts a nice soak and you'll see improvement.
But I would vary the diet more also.
Endive is a good food choice, I feed my torts endive at very meal, with at least 3 other greens. Endive, romaine, escarole, turnip greens etc.Collards and kale are fine in small amounts , but shouldn't make up the base of the diet.
Some people with hatchlings buy a bag of Dole mix
salad that has romaine, endive,raddicio and other greens.
You can add in a little grated squash , carrot or yam too.
I would only supplement with the calcium twice to three times a week not daily, are you using Rep Cal phosphorous free calcium with vitamin d3?
You can also supplement with Herptive twice a week. Herptivite is a vitamin supplement with betta carotene, Herptivite is made by Rep Cal.
As well as soaking you can have a small water dish in the enclosure.
I used the plastic top off a Sunny Delight bottle for my hatchling leopards, they drank from it daily!
For my 3" sulcata I use a plastic lid off a Welch's strawberry jam pot!
