If you keep turtles and tortoises yourself you know that there is no tortoise that could be happy in a 10-20 gallon tank.
I wouldn't even put a box turtle in a tank that size, or in a tank at all.
What a sad life it would have in such a tiny space.
As Marissa mentioned, it's far too small to create a heat gradient. There wouldn't be room for much more than the tortoise/turtle.
I think a hampster/mouse, frog or lizard would be a much better idea.
I think it would be very sad to doom a land tortoise/turtle to life in a 20 gallon tank.
Please reconsider and get a smaller animal/reptile more suitable to that type of environment.
My daughter keeps two mice in a 20 gallon tank in her bedroom.
They run on the wheel and are fun to watch climbing on top of their little hut, or running through their paper towel roll tunnel.
In such a small / cramped environment a turtle/tortoise would do little more than sleep, as there wouldn't be room to do much else.
A small lizard, water dog, frogs or mice/hampster would be a much better choice.
