It's possible that he's dry. What is the humidity in the room he's in? Within the enclosure? Get a good humidity gauge and check the humidity. Be sure you are misting the substrate a few times a day, that you have plants in the enclosure (and are misting them), that you are using a substrate that holds moisture (I use topsoil with cypress mulch on top).

Otherwise, it is normal for a tortoise's colors to look duller when dry and more vibrant when wet.
