As Marissa said, tortoises require significantly more space per inch of shell than water turtles. They are walkers and wanderers, and it's cruel to confine them in small spaces. In addition, tortoises need to be outside as much as possible. They simply do not do well indoors all the time.
Examples: My 4 inch redfoot has a pen that is 4 feet by 4 feet. He has an indoor one and an outdoor one. Next year his outdoor pen gets upgraded to 6x8.
My big 14" redfoot has a room to herself (12x12) and an outdoor pen that is 15x55 feet.
Even the smaller torts require a lot of room Russians are small, as are box turtles, but both are extremely active and neither does well indoors.
Please reconsider. Unless you're able to provide what a tortoise needs, please don't get one!
