A tortoise's shell should naturally be pretty, tortoises do get dusty, dirty, etc.
A lot of the preparations on the market "claim" to "condition" a tortoise's shell, there is some evidence that may suggest that this is harmful, as it can actually block the pores of the keratin layer of the carapace/plastron.
Personally, I never would use such a product.
If you could post photos of these tortoises, it would be helpful. It could possibly be some type of "dry" shell rot or fungi, or nothing at all to worry about.
