After reading a bunch of posts in this forum last Spring, I've been using cypress mulch for my Redfoots. It is great(cheap too)! Your tort might be eating the substrate because it contains nutrients that are missing in her diet. Calcium perhaps? Or, maybe it just tastes good. Good luck with the little guy/gal.
