sulcata not eating

my friend has bought a young sulcata tortoise and he has had it for sveral months and it isnt eating i would like to know what to do. also he would like to know what is the best food ,flooring, temp.he has a shallow rock for water which he soakes in and a ring of a tree and two lights .he lets him forage thru the flower garden he likes weeds and theres no spray on them he gives him pellets and spinach fruit and greens with calcium/phos 2:1 sup thanks
