Russians are usually wild-caught. I would certainly take this animal to a good veterinarian right away and have the eye seen. Try to find a vet in your area that treats reptiles/exotics. While you are there with the tortoise, have a fecal examination done for worms/parasites which wildcaught Russians are frequently laoded with. Wash your hands after handling the tort until your vet cleans the tort up. Let me know if you need help finding a good vet :)
