Star tortoises are land torts. They have to be kept under dry and humid conditions. Its very important to keep them warm otherwise their body functions (such as digestion) will slow down or stop. Worst of all they might develop respiratory disease which can be lingering or rapidly fatal. Water is only needed for drinking and soaking themselves. My torts drink very little and soak 2-3 times a week. I also keep them in containers, so I know how dirty and smelly they can get. Therefore I give them a thorough clean up every week. All I need are some clean lukewarm water and a soft brush and then start scrubbing them inside out. (LOL) But just remember to keep them warm again after that, just like a baby. (LOL)
