If you live in a warm climate and have a yard, providing a large outdoor enclosure will help get your tortoise out and about more.
I have one pair of Russian torts housed outdoors in a 20'-15' enclosure.
The enclosure has a hedge running along the back wall, up against the house. I provide dry leaf piles under the hedge. The rest of the enclosure has both short and long grass, edible plants, logs and rocks.
The torts have dug their overnight holes in the soil under the hedge.
In the morning they emerge and roam around, I feed them at around 12, they go into the shade under the hedge after eating, but emerge later in the day to roam around some more.
In a smaller, indoor enclosure there really isn't much for a tortoise to do, but eat, bask a little and sleep.
Try to offer a more interesting and larger environment. Outdoors is best, if the climate in your area allows.
If you have a yard, I would build a large outdoor enclosure , if the enclosure includes properly sheltered areas your tortoises might even hibernate themselves. Offer leaf or hay piles in a well sheltered, dry area in the enclosure for the tortoises to dig under .
