This is common this time of year for many turtles and tortoises. The temperatures are cooling.(If this is anywhere in the US). Average temps are dropping and the animals are responding to this. You need to increase the watage of the heat pad if you want to keep the animal active. Also make sure it is heated at night.
Evening temps are lower. It takes longer for the tortoise to spool up in the morning. By the time it is ready to get going for feeding it is now ready for it's afternoon nap. If it is warmer at night it does not take as long to spool up and it is ready to feed in the morning when it normally does.
