Hi Kevin, Sure, you can freeze it, but you will end up with a gooey, soggy, non-edible mess!!!

Try planting some of those pads in an area which isn't exposed to freezing weather (most grocery store cacti is harvested in Mexico and does NOT survive freezing temperatures, even for a few hours) but has good quality sandy soil (to avoid root rot) with excellent drainiage.
Also, if you are going to offer store bought cacti to your tortoises, use an organic vegetable cleaner spray to remove as much pesticide as possible.
