is my russian tortoise ok?

my new (I got him 2 weeks ago) russian tortoise does not like to move from one side of his pen. He only eats when I move him in front of his food bowl and I have never seen him drink water. He doesn't bask that much and generally likes to be left alone in his favorite spot. Is this normal? Is he trying to hibernate? what should I do?? I really have become attached to Mendel (his name) and I want to make sure he is ok...Also, the woman at the pet store told me I could give him calcium supplements instead of a UV light. Is this true?
