What is a suitable size enclosure or aquarium for a 4" russian tortoise and what type of substrate would you recommend.

I am also thinking about building an outdoor enclosure, though I live in Nebraska and was wondering about two things, It gets up in the 90's in the summer and is very humid, is this ok for them? And when it starts to cool off, at what temperature should I bring them inside.

The second question for the outdoor enclosure is I have heard that they can dig tunnels up to 6ft deep, how can I make this enclosure secure?
