Leslie, the tortoise is probably responding to external ques such as decreased light cycles and decreased relative temperatures. It's metabolism slows down and it requires less. Many animals that are of the same species that range into areas where hibernation is not necessary do go through a slow down period. Again, they are cold blooded.
This needs to be watched as carefully as if you were to hibernate. I look at it this way, if it does not get up to speed with enough time to replace the energy that was burned there will be a net loss. The tortoise will loose weight. You need to provide a good nighttime temperature so that it can get up to speed quickly enough to at least replace the energy used during its normal metabolic process.
