From A.C. Highfield's book, the Practical Encyclopedia of Keeping and Breeding Tortoises and Freshwater Turtles, "...although it is sometimes claimed that persistent non-hibernating of captive species which would naturally hibernate in the wild causes no health problems, this is not an opinion we (Tortoise Trust) share. We have noted an increased incidence of liver disease in long-term over wintered specimens and a definite decline in fertility. We prefer to see healthy specimens hibernated and only sick or underweight specimens over wintered."
Of course, as EJ noted, everyone is entitled to their opinion.
