The white stuff is normal, don't worry. When I got my russian he didn't poop much for the first two weeks, maybe it just blended in with his substrate (bark) so I don't know. Mine was about 5 inches when I got him and he was 4-5 years old according to the vet, so yours might be 3-4 years??? I've only seen mine drink once or twice. Just provide water at all times anyway. I don't plan on hibernating him this year (i've only had him 4 months) but i will most likely next year, you can skip it this year. if the tail can touch the ground easily it's a male.
