Well, I'm definately not an expert, but I do know a bit. The white creamy urine is called urates. It's perfectly normal. I can't tell you anything about going "#2" as I had no problems with that. Sorry. Russian Tortoises get about 8 inches long, so your's is halfway through his life, maybe? I don't know the age though...
Hibernation...don't try to hibernate your tortoise this year. You need to get him checked out by a vet, and make sure he is in really really good condition to be able to hibernate, and I doubt your tortoise is in that good of a condition, as you've probably purchased him from a pet store. (?) To make sure they don't hibernate, keep them inside, with the heat about 65 degrees. I think that's it, I can't think of anything else. Good luck, and post any more questions you have!
