I always thought this was normal. It is not.(at least I don't think so now.) the calcium requirement for baby tortoises seem astronomical. I have a 2 year old sulcata that goes through a 9 inch cuttle bone in about 3 - 4 weeks. Until I made sure that calcium carbonate was constantly available all the tortoises I raised seemed to have flexable plastrons for the first couple of years. Now even 9 month old graecas have solid plastrons.
The formula I use is plenty of calcium carbonate, a good hot spot (up to and over 100F for the sulcata), water available at all times (a low water dish/ plant saucer) and as varied a diet as possible of dark leafy greens and finally a good source of UV (Sun or this new Active UV heat bulb)

I've gotten excellent results with this regime.
