You did not mention the age class of your Star torts., nor the species. If you are talking about Indian stars (G. elegans) then hay would work great for adults. Just try to not use real dusty or moldy hay. The finer types are actually better for the torts. For five year old and younger you can use crushed oyster shells or the lowest protein alfalfa pellets you can find. All of these have proven to be suitable generation after generation for us.
As far as water, we do not leave any water in with any of our tortoises. We soak the 1 year olds and older once a week. Anything younger gets soaked every couple of days. Also, females are soaked just after egg laying to replentish her water that was used in nest excavation.
