i currently don't keep stars, but i keep my leopards in much the same mannor. i use about 5 inches of sphagnum peat moss (deeper in the nesting spot) for a substrate, sovered with a couple inches of dried grass clippings. i've found that timothy hay and alfalfa can be rather sharp and i fear internal problems if injested by the torts. grass works wuite well for me, but you do need to be sure that it is dried enough before it's raked and put intot he tortoise enclosure of it will go moldy.
water for all my tortoises is provided by chicken waterers (available at your local feed/farm supply store) i use the 1 gallon for my big tortoises and the small maison jar waterers for the little ones. hope to have helped out,

: What kinds of substrate are suitable for stars, apart from potting soil and lizard litter?
: I'm looking for something that is relatively dry. In addition, how do you all make water available?
: Star tortoises seem to love to tip bowls over.
