Depends on how much you are willing to spend. LLL Supply (Kingsnake Breeder list) has Russian Tortoises for $20-$30 each.

Lately, there have been many Hermann's tortoises available (turt/tort classifieds) for about $125-$150 each. These have been very popular small tortoises for pets.

Also in the breeder list is Dan Wolfe Herpetoculture (www.dwherp.com). He has been breeding the small Egyptian tortoise (Kleinmann's tortoise) for many years in Montana and can tell you everything you need to know about year-round indoor maintenance. These are less commonly available elsewhere and sell for $300-$350. If you live further south you may be able to provide them outdoor care during the warm summer months.

Finally, there have been posts about a group (I believe it is called Turtle Homes) that may have small tortoises available for adoption.
