I also live in an apartment. We have a small yard and our neighbors have a small yard. I use these areas along with a nearby park to provide Skippy & Dexter with some fresh air and good grazing- It also gives them a chance to bask in natural sunlight.
The rest of the time they live indoors in a fairly spacious habitat. The don't seem to stressed by this set up. Making a larger indoor enclosure would be better in the long run and the other sugestions posted are good ideas. I would also suggest letting him have supervised outings in the house. The more interesting you can make his habitat the the happier he will be.
