tortoise space

Hi,
I just got a Russian Tortoise. Reading the postings on this list, it seems most people have outdoor turtle enclosures. I live in a tiny NY apartment, so the best I can do is a 20 gallon tank. What kind of setup (bedding, hiding spots, etc) would make the tortoise happier? Should I let her run around on the floor or even take her out to the park so she gets to be in nature, or would that just be unnecessary stress?
