There is a star tortoise egroup at egroups.com. Some of the people there also breed radiateds (the breeder I got one indian star from breeds both.)
I'd suggest getting some experience with tortoises before getting your first stars (and I believe radiateds are even more expensive, more difficult, and require permits.) Stars can develop respiratory problems easily and many are sensitive to the most common antibiotic - baytril (one of mine reacted and I wouldn't want it to go through that again!) If you haven't had tortoises before, I'd suggest starting out with a nice leopard from a good breeder (not a wild caught - there's lots of nice c.b. leopards available.)
