I have been using pine bark mulch on various reptiles including different species of tortoises for a little over 25 years now with no problem. I had a good deal of problems with the Russians I have so I tried about 5 different substrates. They settled down the best in the pine bark mulch. (in my case) The Timothy hay may work, and I would try it, but maybe your tortoise does have alergies. Other choices of substrate are soil/sand mix, carpeting, crushed oyster shell, sand and various hays. They all have advantages/disadvantages and no one is 'better' than another. See which works for you in your climate or area.
