If you just had him checked a couple of months ago by a vet, I would say it's probably a reaction to their substrate. I'd stay away from pine though, or any other type of bark or mulch, because of the oils (which sometimes can be toxic) and the humidity that they hold in (russians do not do well in a humid environment). When I first got my sulcatas one of them had small, clear bubbles sometimes out of her nose. When I took her to the vet the cultures didn't show anything but the vet treated anyway with flagyl. The bubbling never returned. I'm not saying that's an option, just sharing my experiences. Try switching your substrate to orchard grass (www.oxbow.com), keep the tort warm and out of drafts and wet, and watch for the signs you mentioned in your post. Keep us posted.
