I also live in southeastern PA and I could not find any breeders in this area. I just purchased my little Hermann's tort from Central Florida Reptile Farm. They only breed turtles and tortoises, and they seem extremely ethical. The tortoise is shipped over night after you confirm that you will be there to receive it, and it is a safe procedure. My little tortoise is very healthy and lovely. I know she has some young redfoots that are just about ready to go. The woman's name is Merilyn, and the email address is ctrflrf@aol.com. I am also attaching a link the webpage of someone who purchased her redfoot from this breeder.

I believe that redfoot tortoises grow to 9-12 inches in length (measured from one end of the carapace to the other). I also think that the females are slightly larger than the males. This may not sound large, but tortoises actually need good deal of space in relation to their size, and you should consider whether you have the room. I opted for the Hermann's (which will grow 6-7 inches) mainly for this reason.
