It is almost impossible to tell if a tortoise is a carrier of salmonella or not. As a rule of thumb I say always assume that any repile has salmonella.
It is dangerous to allow your tortoise to have the run og the house, or room etc. It needs its own space to live in. Tortoises in the house have been known to choke on carpet fibres and start fires by chewing on electric cords. Not to mention the mess their bodily wastes make.
No matter what anybody on this forum says or wants to believe (myself included) tortoises don't become buddies with people. Tortoises tolerate people, tortoises might get used to the idea that people mean food. But the tortoise isn't going to act like a dog or a cat.
I'm not well versed in Hingeback tortoises but I think they are more difficult to raise. I've killed all mine in the past!
Finally, when you talk about a tortoise that is about 9" in size it might not seem like much but trust me thats bigger than you think. Skippy is about 7" and he is a hand full to handle those two extra inches will make a difference.
If you are going to buy a tortoise or turtle by all means do it, but do some more research first.
